This is a fascinating post. I recently pondered about the Native American vote on my blog (not trying to promote myself here) because outreach has been sketchy. Clinton should be posting something regarding tribal issues, but as your post makes clear, there is no pan-Indian policy that will satisfy everyone and there is no consensus regarding the Cherokee Freedmen. And some people think the legacy of slavery is dead. I am one-eight Cherokee-Blackfoot, but without tribal roots. I wonder if there is such a thing as "the Native American vote" and whether any politician can clean up the mess that is the Department of Interior-Bureau of Indian Affairs.
